Partnerships with research institutes are key to our strategy of fostering mutually enriching exchanges between field practitioners. Staff exchange programs, for example, allow a researcher to work for some weeks at cApStAn and a cApStAn questionnaire adaptation specialist to spend working time at the research institute. Multidisciplinary panels make it possible to integrate translation and adaptation in the earliest design stages of an online testing platform. Formation of consortia or alliances and joint publication with researchers are typical outcomes of joint projects.
IEA is an international cooperative of national research institutions, governmental research agencies, scholars, and analysts working to research, understand, and improve education worldwide. IEA is a pioneer in international large-scale assessments (ILSAs), with TIMSS and PIRLS as two of its flagship projects. cApStAn was first commissioned in 2001 to verify the quality and equivalence of translated/adapted versions of TIMSS 2003 instruments. We have worked together ever since, whether to maximize cross-language comparability of national versions of data collection instruments or to join forces with other organizations and bid for an adult household survey such as PIAAC.
