STEP
STEP (Skils Towards Employment and Productivity) forms a sequel to the OECD Programme for International Assessment of Adult Competencies (PIAAC) and is financed by the World Bank.
Participants in this adult literacy survey -- in which the majority of assessment items come from PIAAC -- include Bolivia and Colombia (testing in Spanish), Ghana (English), the Hunan province of China (Mandarin), Laos (Laotian), Sri Lanka (testing in English, Tamil and Sinhala), Ukraine (both Ukrainian and Russian), and Vietnam (Vietnamese).
cApStAn designed the centralised VFF (Verification Follow-up Form) with standardised verifier intervention categories in the form of scroll-down menus. The verification was performed in two stages:
Stage 1. - Linguistic quality control and equivalence check, including compliance with item per item translation and adaptation guidelines.
Stage 2. – final check of correct and consistent implementation of key corrections once the country has accepted/rejected the verifier’s suggestions.
Laura Wäyrynen was the project manager for this verification project, which ran from October 2011 to early February 2012 for the last final checks.
