LAMP

The Literacy Assessment and Monitoring Programme (LAMP) organised by UNESCO's Institute of Statistics (UIS) is an adult literacy survey designed to be administered in emerging countries, where building capacity and eliminating illiteracy are priorities. As of 2009, LAMP is validated for five pilot countries: El Salvador, Mongolia, Morocco, Niger and the Palestinian Autonomous Authorities. New participating countries include Paraguay and Vietnam. cApStAn verified the national versions of these countries and all equivalence issues were documented in "Verification Follow-up forms" in Excel format.

This verification exercise was performed in close collaboration with the UIS staff in Montreal, who carefully analyzed the verifiers' findings and discussed them with the national centres. Final versions were then submitted to cApStAn for a second round of verification in which correct implementation of key corrections was checked. In this project, a number of verifiers were trained on site. Niger, for example, administered LAMP in 6 national languages (French, Fulfulde, Hausa, Kanuri, Songhay-Zarma, Tamajaq), and the verifiers were trained in Niamey, Niger.

Discussions are under progress to implement LAMP in Afghanistan, Jamaica and Laos. cApStAn has identified Dari, Pashto and Lao verifiers for this project and is preparing their verification training.
