A definition of Linguistic Quality Control that adequately covers the ground could be built on the following premises:
When a document is ready, it may be necessary to check whether it is fit for its purpose. The end user should understand the document the way the authors intended him to understand it, regardless of language and culture.
In multilingual projects, it is expected that the amount and quality of information conveyed by each language version be equivalent to the amount and quality found in the master version. Our role is to help define a set of equivalence criteria that should be met (quality assurance) and then define a verification process to assess whether the target version meets those criteria (quality control).
cApStAn verifiers are trained to use a set of well defined intervention categories. They check whether the target version is linguistically correct, whether it is semantically equivalent to the source version, and whether it is appropriate for use by the target audience. Adherence to translation and adaptation guidelines is documented in English, possible deviations are described in English and corrective action is taken as needed (in one of the 56 target languages we work in). Corrections or suggestions are tracked, substantiated and can be undone. Qualitative and quantitative reports can be generated.
